Notice of Intent to Award

June 25, 2026

This notice is issued by Area Agency on Aging for North Florida, Inc. (AAANF) in response to an RFP that was issued on May 1, 2026, for Pre-Plated Food Vendors serving Older Americans Act Nutrition Programs in Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Madison, Taylor, Wakulla and Washington Counties.

 

Proposals in response to the RFP were due by 3:00 p.m. on Friday, June 5, 2026. The agency received five (5) proposals that met the timeline and criteria for submission, which were referred by staff to a five-member Bid Review Committee. Each member of the review committee independently evaluated each proposal. Evaluation scores were compiled, and as a result, the highest-scoring proposal was submitted by GA Foods; therefore, the Area Agency on Aging for North Florida, Inc. intends to negotiate and award a contract to GA Foods.

Any substantially affected party may request a hearing challenging the intended award of contract by filing a written Notice of Protest with Advantage Aging Solutions, in accordance with the AAANF Provider Protest Appeal & Contract Enforcement Policy, within 72 hours after the posting of this Notice of Intent to Award, excluding weekends and state holidays. The Provider Protest Appeal & Contract Enforcement Policy can be accessed at https://www.advantageaging.org/ at the bottom of the Home Page, under Important Links.

The Notice of Protest must be submitted by email to the attention of Lisa Bretz at procurement@aaanf.org no later than Wednesday, July 1, 2026, at 8:00 AM, according to the AAANF clock.

Notice of Intent to Award

This notice of intent to award a contract for consulting management services is issued by Area Agency on Aging for North Florida, Inc. (AAANF) in response to an RFP that was issued on June 9, 2026, for Consulting Management Services.

The AAANF only received one response from a qualified, experienced bidder to this RFP. AAANF intends to institute the Exceptional Purchase (as defined in Section 287.012, Florida Statutes) provisions provided for by Chapter 287, Florida Statutes for a single source contract with ISF, Inc.

Any entity that protests the intended decision pertaining to the Exceptional Purchase shall be required to post, at the time of filing a formal written protest, a bond in the amount equal to 1 percent of the estimated contract amount for the Exceptional Purchase pursuant to Section 287.042, Florida Statutes.
