Notice of Intent to Award Contract Community Care for the Elderly Lead Agency Designation in Gadsden County


The Area Agency on Aging for North Florida, Inc. (hereinafter “AAANF”) noticed a Request for Proposal (“RFP”) for Community Care for the Elderly Lead Agency Designation in Gadsden County on June 30, 2023 (hereinafter the “Proposal”). Providers were required by the Proposal to submit completed RFPs no later than 4:00 p.m., Eastern Time on July 21, 2023.


The AAANF, having reviewed results of the quantitative and qualitative evaluation followed in the review of all proposals submitted, hereby announces its intent to enter contract negotiations with Elder Care Services, Inc. having determined them to be “the lowest cost, most responsive, most responsible, and most advantageous bidder” to the AAANF in compliance with this RFP.

Don't Cut the Cord on Florida Seniors

For Florida seniors, high-speed internet can provide opportunities to connect with family and friends, see doctors remotely, stream entertainment and shop for necessities. These aren’t just luxuries; they are meaningful practices that can greatly improve seniors’ quality of life. But many seniors live on a fixed income and for some, high-speed internet service can seem out of reach.

​

Fortunately, there is a program that can help. The Affordable Connectivity Program (ACP), a partnership between the federal government and private service providers, is expanding access to low-cost or even free high-speed internet to eligible Florida seniors. But without action from Congress, funding will be exhausted sometime next year, leaving millions of seniors disconnected. Here’s how the program works: the ACP provides a $30 monthly benefit for internet service, and companies like AT&T offer low-cost programs to those who qualify for the benefit, making the service free.

​

Seniors can qualify for the program based either on income or participation in other federal assistance programs. Applying and signing up for service is easy. Simply visit getinternet.gov or call the ACP Support Center at 877-384-2575. Today, more than 1.2 million Florida households have signed up for the ACP, and half of those are adults aged 50+. But many more seniors could be receiving the benefit, as there are approximately 2.35 million additional households in Florida that qualify but are not signed up for the program. 

​

If Congress fails to allocate additional funds to keep this program available, more than 600,000 Florida seniors will be faced with the difficulty of finding a way to pay their internet bill, as they continue to grapple with rising costs across the board due to persisting inflation.

​

We need to prioritize funding for the ACP to ensure Florida seniors can remain connected. We simply can’t let them be left behind in our digital world.

The Bidder’s Conference was hosted today at 11am EST at Advantage Aging Solutions. There were no attendees present and no questions have been received at this time. Interested bidder’s are reminded that the last day for written inquires to be submitted is 5:00pm EST on July 11th, 2023.

The Area Agency on Aging for North Florida (d/b/a Advantage Aging Solutions) will host two public hearings to discuss our Area Plan on Aging for 2024-2027 and inform participants about the Older Americans Act (OAA) health promotion and disease prevention services we coordinate and deliver. These programs include: A Matter of Balance, Enhance Wellness, Program to Encourage Active, Rewarding Lives for Seniors (PEARLS), Arthritis Foundation’s Walk with Ease, Diabetes Empowerment Education Program (DEEP), TCARE and Screening/ Assessment & Intake for the National Family Caregiver Support Program. Participants will be provided the opportunity to make comments.

Notice of Intent to Award Exceptional Purchase Contract for Older Americans Act Programs in Gulf County

Advantage Aging Solutions (AAS) anticipates issuing RFPs in Gadsden and Jefferson Counties for Lead Agency Designation under the Community Care for the Elderly prior to the end of 2022. Entities will be required to provide case management and coordinate a variety of home and community-based services for elders age 60+ for Community Care for the Elderly and Home Care for the Elderly, or individuals 18+ who have been diagnosed with cognitive impairment (i.e. dementia, Alzheimer’s) under the Alzheimer’s Disease Initiative.

​

The agency also anticipates issuing an RFP for Older Americans Act Programs Titles IIIB, Supportive Services, IIIC-1, Congregate Meals and IIIC-2 for Home Delivered Meals in Gulf County prior to the end of 2022.

​

In preparation for release of the aforementioned RFPs, AAS will be providing a workshop series to review contracting practices of the agency and expectations for qualified bidders. Workshops begin on September 19, 2022 and run until October 6, 2022 via Zoom. Sessions will be recorded for those who are not able to attend the virtual based workshops. These workshops are mandatory for any potential bidder. Attendance will be part of the evaluation/scoring process.

Request for Interest (RFI) and Statement of Qualifcations

The Area Agency on Aging for North Florida, Inc., dba Advantage Aging Solutions, is mandated to establish a comprehensive, coordinated system of services for persons aged 60 and older in its planning and service area.  The primary goal is to enable older adults to remain within their homes and community environments for as long as possible and to avoid premature or unnec­essary institutionalization through the provision of cost effective, high quality services.

​

Advantage Aging Solutions is requesting Letters of Interest including Statements of Qualification from established emergency alert/response providers. The specifications for prospective contractors are attached as Attachment I. The service area to be covered includes: Franklin, Gadsden, Jefferson, Leon, Liberty, Madison, Taylor and Wakulla Counties. Prospective contractors should include information as to whether they have the potential to serve the following additional counties: Bay, Calhoun, Gulf, Holmes, Jackson, and Washington. The provision of these services shall be for the period of June 1, 2023 through December 31, 2029. Contracts may be renewed on a yearly basis for five additional years contingent upon satisfactory performance and availability of funds as determined by Advantage Aging Solutions.

​

The primary goal held in common by all the services identified through this Solicitation is to support aging in place by helping older persons maintain an optimal degree of independent living, with its corresponding quality of life, in a manner that preserves dignity and human connectedness.  The common primary objective is to offer older persons and their caregivers access to programs and activities that will prevent unnecessary physical, emotional, health and financial dependence.

In addition to the specifications that must be met in Attachment I, the definition and guidelines that govern the activities conducted under this program are detailed in Attachment II, Emergency Alert/Response, Department of Elder Affairs (DOEA) 2020 Programs and Services Handbook.

​

The Letters of Interest and Statements of Qualification will provide Advantage Aging Solutions with information concerning the availability of qualified contractors for services in the Planning and Service Area (PSA). The information received from qualified contractors will be used to determine if a full Request for Proposal (RFP) is necessary (due to interest from two or more qualified service contractors) or if a sole source procurement process will be used.

The type of contract required for delivery of services shall be a fixed rate (unit cost) contract.  Contracts may be amended during the course of the fiscal year to respond to any surplus/deficit to ensure that all funding is fully utilized.

​

Letters of Interest should be limited to a maximum of two (2) pages, each page shall be a single-sided 8 ½” by 11” sheet with at least 1” top and bottom margins and 1” right and left margins. Please include the following in your Letter of Interest:

  • Corporate name, address, phone number, fax number, web site, e-mail address for your agency/organization, and contact person(s).

  • Statement of Qualifications detailing the experience your organization has in delivering programs and services to older adults, age 60+ and caregivers.

  • County (or Counties) of interest and service(s).

  • A Statement of Qualifications will include information regarding experience the agency has in the provision of service(s) to elders, as well as the length of time (in years) the agency has worked to meet the needs of elders within the Planning and Service Area. The provider must may be a for profit or not-for-profit business registered with the State of Florida.

Each copy submitted must have a cover letter signed by an Authorized representative who shall certify that: “The information submitted is true, accurate and complete”. An intentional misrepresentation or falsification may result in the rejection of the Letter of Interest.

The outer envelope and letters must be marked “2023 Letter of Interest for Emergency Alert/Response Service.

  • Letters of Interest may be sent by U.S. Mail – Certified – Return Receipt Requested; hand delivered; or via courier or other source of express delivery excluding electronic mail.

  • Letters of Interest must be received by 5:00 P.M. (EST) on April 17, 2023

  • Faxed and e-mailed Letters of Interest will not be accepted. Late letters will be returned unopened with the notation, “This Letter of Interest was received after the delivery time designated for receipt and opening in the legal notice.” No response by the deadline specified shall constitute a “not interested response”.

Advantage Aging Solutions reserves the right to accept or reject any and all responses, and to waive any minor irregularity in what it believes to be in the best interest of the Area Agency on Aging, the public, and those persons age 60 years or older residing in the Planning and Service Area. Advantage Aging Solutions does not intend to award a contract on the basis of this request for information or otherwise pay for the information solicited.

Advantage Aging Solutions is requesting Letters of Interest including Statements of Qualification and proof of ability to provide required match from established organizations experienced in the provision of caregiver support services to meet identified needs of African-American caregivers within Bay, Calhoun, Franklin, Gadsden, Gulf, Holmes, Jackson, Jefferson, Leon, Liberty, Madison, Taylor, Wakulla and Washington Counties.

 

The provision of these services shall be for the period January 1, 2023 through December 31, 2028. Contracts may be renewed on a yearly basis for five additional years contingent upon satisfactory performance and availability of funds as determined by Advantage Aging Solutions.

As a SHINE volunteer, you serve your community by performing at least one of the following functions:
      • Provide Medicare and health insurance information, counseling, and assistance in person or over           the phone
      • Deliver educational presentations or speeches
      • Distribute educational and promotional materials in your community
      • Provide training and leadership to other volunteers
      • Assist with general program support
